I have read already that the  TW-4100 has Problems with switching on its Tx.
I have the same problem with my unit. It takes about 180 ms till the
synthesizer ist switched to the right frequency. 
I have increased the Loop gain of the synthesizer by changig
the resistor R53 from 12k to 22k. Now the switching is much better - it's.
about 50 ms.
But nevertheless it's still bad. If the value of the resistor is more
increased it starts oscillating. With 44k it had a descenting oscillation
when changing to higher frequencies.
At least the first 20ms are send out on other channels, so i'll try to
use another tx for PR! - nevertheless the same problem occurs also in FM.
The problem seems to be a strong influence if the transmitter is switched
on. At this time the VCO is already stable and is detuned by ??.
For changing the resistor you have to disassemble the unit, therefore
its not an easy task - take care.
Of course I can't guarantee that this modification will work in any
TW 4100.
